Andreas Jaeger 3fad502442 Add explicit noop gate job 
This repo defines jobs in check queue, so we can remove the noop-jobs
template usage from project-config. To allow that, add a noop job to
gate queue.

Tee Ngo 363b9486e1 Various engtools fixes 
- Change engtools init order to ensure that stats streaming agents on
  the compute and storage nodes do not
  start prematurely after DOR
- Workaround a systemd preun scriptlet issue that caused patch removal
  failure
- Stream database stats in batches (max 10 DBs/batch)
- Account for new processes

Scott Little 6cd1a25b05 Shorten "addons/wr-cgcs/layers/cgcs" to just "stx" 
Part of the project to remove cgcs references.
Replace and shorten the path the needlessly long and
complex "addons/wr-cgcs/layers/cgcs" path with just "stx".

This update just fixes up paths found in scripts, comments
and config files.

Don Penney 20413f0059 Protect against unintended log deletions in logmgmt 
The logmgmt daemon is using a "logrotate -d" query to determine
the list of monitored files. If that query fails, logmgmt should
not purge unmonitored files, as it may be deleting files that
should be protected.

Eric MacDonald e3cb90c81b Improve collectd tool to handle additional unrecoverable tar error 
There are cases when tar reports a different error string when it runs
out of space while tar'ing up a tarball ; "tar: error is not recoverable".

This update adds that string to the current list of strings that suggest
collect errored out due to space limitation.

Now that there are 3 error strings to look for, the block of script code that
checked for these error strings was re-factored to search a list of error
strings which makes the implementation cleaner and more maintainable.

If new error message strings are found in the future then such
strings need only be added to this new list.

Scott Little cdcf3da143 Split centos-pkg-dirs along git boundaries. 
Problem:
The centos-pkg-dirs files should only reference packages with
compilation instructions hosted in the same git.

Solution:
Create centos-pkg-dirs files in other stx-* gits, and relocate
the relevant entries from the stx-utils centos-pkg-dirs into
the appropriate destination git.
