Luis Eduardo Bonatti 152b8f5f44 Update migration scripts to support optional "port" parameter Migration scripts with "migrate" action needs to be run under environment that from-release PostgreSQL using default port and to-release running with a different port in USM upgrade. This commit is to add the 4th parameter to indicate the port to postgres connection. The starlingx/config repository handles the StarlingX configuration management services.

Its key component is the System Inventory Service (Sysinv), which provides the system command-line interface (CLI)¹.

This repository is not intended to be developed standalone, but rather as part of the StarlingX Source System, which is defined by the StarlingX manifest².
