Heitor Matsui 3dbd0d6941 Cleanup obsolete upgrade scripts
With the release of stx8 some scripts were deprecated and will
not be needed on future upgrades, for example, those who were
needed only for CentOS (stx6 or stx7) -> Debian (stx8) upgrade.

This commit removes the deprecated scripts.

Note: The USM "software deploy activate" command will be tested in
the scope of another commit, since it is not yet implemented.

Test Plan:
PASS: legacy upgrade stx8 -> stx9 "migrate" and "activate" steps
      executed successfully
PASS: USM "software deploy start" command executed successfully

config

The starlingx/config repository handles the StarlingX configuration management services.

Its key component is the System Inventory Service (Sysinv), which provides the system command-line interface (CLI)1.

This repository is not intended to be developed standalone, but rather as part of the StarlingX Source System, which is defined by the StarlingX manifest2.
