Ildiko Vancsa ad9df569b0 Add Ramaswamy Subramanian to projects.yaml 
After Dariush Eslimi stepping down from the StarlingX project there
were open PL spots to fill. Ramaswamy Subramanian stepped up to take
over those responsibilities to become the PL for the following projects
* Config
* Dist Cloud
* Flock Services
