Remove support for ignoring isolated CPUs in k8s
As we no longer have any users for this feature, we remove the patch enable-support-for-kubernetes-to-ignore-isolcpus.patch from the repo. Test Plan: PASS: Each affected kubernetes version package builds successfully.
