Nidhi Shivashankara Belur 0728f9abb4 Upgrade pf-bb-config to 22.11 
- Upversion pf-bb-config to v22.11.
- Replace config file for fpga-5gnr 1 VF.

Test Status:

- PASS: Build pf-bb-config package.

  UIO mode with ACC100, ACC200 and N3000

  - PASS: Apply configuration & Unlock host.
  - PASS: Reboot test.
  - PASS: Remove configuration & unlock host.

  VFIO mode with ACC100 and ACC200

  - PASS: Apply configuration & Unlock host.
  - PASS: Reboot test.
  - PASS: Remove configuration & Unlock host.
