zhipengl 74c0eafffe Refactor patches for net-snmp package. ... Use net-snmp-config package to package script and service file for net-snmp-config package. Like net-snmp, net-snmp-config will also not be installed on computer and storage node. Deployment test and ping test between VMs pass Config,serivce and script files check pass.
