Kevin Smith b6f7a85059 Allow VIM to manage services independently ... Refactor the VIM to allow it to manage openstack and platform services independently. The disable/enable/create/delete/ notify/query_host_services methods in nfvi_infrastrcture_api.py are separated into the corresponding applicable plugin api to which the constituent parts belong. Multiple tasks are created (where applicable) to do the individual pieces of work corresponding to each plugin.
