Update container image tag to stx.10.0-v1.0.0. The updated image now
contains accel-config utility [1].
TEST PLAN:
PASS: Replace accel-config-demo pod image from [2] with the latest
stx-debian-tools-dev. Create the pod and verify its logs:
kubectl logs dsa-accel-config-demo | tail
NOTE: You need stx intel-device-plugins app with
intel-device-plugins-dsa chart enabled [3]
