Scott Little 9ce61d86c3 New repos for centos 7.7, centos 7.6 moved to vault 
Centos 7.7 has been released, andCentos 7.6 binaries
have been relocated from mirror.centos.org
to vault.centos.org.

Adjust the StarlingX repo definitions to reflect these
changes.
