Adding software-client to docker_stable_wheel.inc 

Adding software-client to docker_stable_wheel.inc so it will be included
on stx-platformclients

Also a new install file was created to make the wheel available on the
.deb to be used on stx-platformclients

Test Plan:

PASS: Build software-client on Debian

Story: 2010676
Task: 49113
