junfeng-li 979bd27d90 Raise deploy state out of sync alarm ... This commit is to raise the deploy state out of sync alarm when the deploy state in the software.json files in both controllers are different. The deploy state is checked every 30 seconds during the deploying stage. If they are insync, the alarm will be cleared.
