Clarify terms and process for TSC elections

Following my email[1] on the list, clarify the terms and process
for the TSC elections:

- use "initially appointed" instead of "appointed at Launch"
- say "after the first year" since the TSC won't get fully
  elected befor April 2020
- clarify how the 3rd seat up for the first election is picked
- allow to bypass the random selection if one member actually
  steps down
