Update git submodules 

* Update heat-cfntools from branch 'master'
  to 8d2a16958bd4542382810630a22583a24f9ba2eb
  - Remove cfn-push-stats
    
    This script can't be used in OpenStack since CloudWatch API was removed
    from Heat multiple cycles ago[1].
