Remove "dcmanager subcloud add --secondary"
from CLI. This command is not supposed to be used by
end user.
Test Plan:
1. PASS - Run 'dcmanager subcloud add --secondary' and verify that the
error message prompted;
2. PASS - Run a normal 'subcloud add' (without --secondary) and verify
that the command work as expected.
