Updating Docs PL/TL roles due to Mary leaving 

Mary Camp is transitioning roles at her current job
and won’t be able to continue on as a contributor or PL/TL of
StarlingX Doc Project.
Temporarily (until next election) putting in Greg Waines as
Doc PL and Juanita Balaraj as Doc TL.
