Ildiko Vancsa 18360a4cb3 Merge Config with Flock 
Based on the recent PTG discussion and decisions the Config
project is merging with the Flock Services project.

This patch removes the Config project from the projects.yaml
file and adds its repos to the deliverables of the Flock
Services project.
