Ildiko Vancsa dc84b285fd Update the list of PLs and TLs after 2022 H2 elections 
This patch updates the projects.yaml file with the outcome of
the 2022 H2 PL and TL elections. The PL and TL entries not updated
are the people who got relected to hold those positions.
