Update Ceph debian package versionsing 

The Debian ceph packaging has been changed to track changes
to the following locations:

pkg_path/debian
pkg_path/files
stx/git/ceph

This ensures that any new code submissions under those
directories will increment the pkg version.

Test Plan:
PASS: build-pkgs -p ceph
