Manual Tests: Heat HOT template

Adding test case for creation of port and floating IP with fixed IPs.

Testcase Objective

This test case verify that HEAT can manage Ports and Floating IPs with fixed IPS
successfully using HOT template.

Test Pre-Conditions

a) An image with the name of cirros available.
b) A flavor with the name flavor_name.type available.
c) Your own network available.
d) Export above values.
