When doing load-import operation, the /var/www/pages/feed/ files must be replicated in both controllers. The files were being created in controller-0, but they were not copied to controller-1. This fix added a way to get all the folders from one controller to another and sync them with ostree the explanation is in the following commit: I42c274079631a3c197015e636e03de1bc96de28b Test-plan: PASS: After a load-import, the inactive controller should have the feed repo created.
