Karla Felix c3ab60bcb8 Enforce new password rules to keystone accounts 
This review will be enforcing new password rules to Keystone accounts,
the new rules are:
- Minimum 12 characters
- At least 1 Uppercase letter
- At least 1 number
- At least 1 special character
- Cannot reuse past 5 passwords
