Restart Docker After Changing Proxy Settings
Restart Docker process after changing proxy settings through service parameters. There is a potential issue currently where Docker is started before the changes to proxy settings through service parameter is applied. This means on lock/unlock, Docker restarts with old proxy settings. This commit fixes that issue.
